		<description>um....woudn&#039;t everyone figure out you couldn&#039;t read in like grade school. i think if you couldn&#039;t read it would be obvious. but maybe they fake it quite well and have other people tell them what somthing says. and i think its sad that you would only be held back once if you can&#039;t read there&#039;s a real problem. or somone is just lazy and knows in the end they&#039;ll gradute anyway.</description>

		<description>I work in schools in California...it happens.  And you don&#039;t have to cheat to do it.  California has a law that says students who do not qualify for special education can not be held back more than once in their time as a student in public school.  This means that if you do not learn to read, you get held back a year, you can not be held back ever again.  So, you&#039;d think that would mean that a person would then qualify for special ed if they can&#039;t read right?  No!  According to California Law your IQ has to be ranked below a certain level to qualify for special ed.  Guess what: the kids who are smart enough to figure out they don&#039;t have to work are have a high enough IQ not to qualify.

It happens every day.  And I can&#039;t figure out if the system can be changed in a way that will fix anything, because the problem is two fold.  Even if the laws were changed to allow thing to happen, there is still the burden on the parents to get involved.  I deal with kids who&#039;s parents are both working, sometime both work two jobs, so they are not home enough to sit and help with homework.  Care of kids falls to grandparents, or other family members who are not as inclined to force kids to do things.  While mom and dad break their backs supporting their family, their kids are taught to be lazy and not do anything.  It&#039;s sad...but reality.</description>
